Figural, hunting motif - hunting dog / oak leaves. 
Magnificent quality, meticulous attention to smallest realistic details.
Original ruby color eyes (probably real ruby gemstone, but i can't guarantee that).
Austrian, circa late 19th - early 20th century (over 100 years old). 
Marked on the side with austrian silver hallmark and makers mark "wb" for wenzel brezina. 
Wenzel brezina (active 1897 - 1918) known of making finest quality hunting motif precious objects and novelties, he was an exhibitor at the 1910 vienna hunting exhibition. 
Also marked with imperial russian silver "84" hallmark for imported goods. 
This cigar cutter was made in austro - hungarian empire and legally imported (import tax paid) to imperial russia, sold probably in moscow or st. Petersburg from fancy expensive retail store. 
Silver content is at least 875/1000 - slightly lower than sterling. 
Steel cutter part marked with company logo (obviously, steel parts were supplied by different company and not made by wenzel brezina).

Very good original antique condition with light expected handling marks and minor charming indication of age.
