Dutch, circa 19th century. 
Hand chased repousse decoration.
Marked under the base and inside the bowl  with dutch silver hallmarks (indicates 833/1000 minimum finest).   
Guaranteed solid silver, 833/1000 dutch silver standard (lower than sterling).
  Condition:
Very good original antique condition with minor charming indication of age. 
Expected handling marks, some dents and light scratches.
One very minor split at the top rim (last 2 pictures).
No repairs.
