Magnificent antique silver niello scabbard part for caucasian shashka sword / saber. 
Probably dagestan, circa early 20th century, imperial period, made before 1917.
Made of solid silver and richly decorated using most complicated and time consuming technique - "deep engraving". 
Marked with "84" russian silver hallmark.
Hallmark is probably for nakhichevan' assay office, 1908 - 1917 period (nakhichevan' is a town in north caucasus region). No maker's mark. 
Guaranteed solid silver (875/1000 russian silver standard).
