European, probably french cobalt blue glass with american sterling silver stopper.
At the end of 19th century some american silver companies, including gorham and tiffany, were using finest european glass pieces to create wonderful luxury tableware and barware objects with sterling mounts.

 Sterling silver stopper, marked with reed & barton silver company hallmarks.

Original monogram "b" at the top of stopper (mono is not deep and can be easily polished off, is desired).

Very good original antique condition with normal charming indication of age. 
Expected minor wear to gold. 
Scratches under the base.
Common factory flaw in glass under the base, on the center - not a damage. 
Original cork is in very good serviceable condition.
No repairs.
